Abstract
Designing a comprehensive cultural-educational framework for the development and monitoring of teacher quality in accordance with revolutionary principles is one of the important goals of the Fundamental Transformation of Education and Training Document. The purpose of the research was to design a comprehensive cultural-educational framework for the development and monitoring of teacher quality in accordance with revolutionary principles, one of the important goals of the Fundamental Transformation of Education and Training Document. Also, the research is qualitative in terms of its applied purpose and the method of data collection. The data collection tool was content analysis of upstream documents (the Fundamental Transformation of Education and Training Document in accordance with revolutionary principles, the National Curriculum, the Comprehensive Map of the Country's Scientific Revolution, and the Twenty-Year Vision Document) to extract components, and in order to ensure the existence of validity in the content analysis checklist, the content-based validity method and the opinions of experts were used. The sources considered by the researcher were analyzed through the coding method in three stages: open, axial, and selective. The findings included 67 symbols in open coding and axial coding in the form of 4 concepts; Recruitment, teacher training, teacher retention and promotion, and evaluation were categorized. The results indicate that in order to increase the quality of teachers in the education system, we need to design a comprehensive framework in accordance with the revolutionary principles in the education system that takes into account all the pillars of the teacher education system.
